- The purpose comes first
CDMM is about giving people a fair shot at the one life they have. It invests in people as the community's greatest resource and removes barriers that leave human potential unused.
- A fair shot can be measured
Housing stability, food and energy affordability, healthcare, mobility, skills, digital access, time poverty, democratic agency, dignity and belonging form a practical measurement framework.
- Measurement remains honest
Existing indicators must be separated from new CDMM proposals. The framework shows what to examine without pretending every result is already proven or guaranteeing one outcome.
