A FAIR SHOT CAN BE MEASURED
Housing stability, food and energy affordability, healthcare, mobility, skills, digital access, time poverty, democratic agency, dignity and belonging form a practical measurement framework.

MEASUREMENT REMAINS HONEST
Existing indicators must be separated from new CDMM proposals. The framework shows what to examine without pretending every result is already proven or guaranteeing one outcome.
