- Examine each of the established nine Autonomies separately before assessing the integrated architecture. Preserve exact CDMM terminology and distinguish existing concepts from proposed additions.
- Search for supporting and contradictory evidence, comparable municipal and public enterprises, failed operations, financial and governance risks, and implementation safeguards. Include private and cooperative alternatives.
- Inspect original sources and record their date, jurisdiction, methods and limits. Check whether each citation supports the specific claim; a plausible citation or AI summary is not verification.
- Separate observed outcomes from proposals, scenarios and causal claims. Document transferability, market conditions, scale, financing, operating capacity and competitive effects.
- Preserve the original audit unchanged and publish CDMM verification separately. Record disagreements, missing evidence and further research without assuming endorsement or predetermined conclusions.
