Independent Research & Stress Testing

CDMM research deliberately includes evidence that supports, challenges, or could improve the model. This archive examines individual mechanisms and the integrated architecture, including failures, risks, alternatives and unresolved research needs.

Independent examination describes the research approach. Inclusion of an AI-generated audit does not imply official endorsement by an AI provider, university, government or researcher. External AI output is research material, not authoritative evidence.

Watch / Listen · Evidence & Research overview

The existing overview introduces CDMM’s evidence approach; it does not present these audit results.

Research Audit Library

Audit progress and finding verification are separate. Received reports retain their original wording when published; checked analysis appears in a distinct record.

Scope of investigation

  • Supporting evidence
  • Contradictory evidence
  • Real-world precedents
  • Municipal/public-enterprise failures
  • Financial risks
  • Governance risks
  • Implementation safeguards
  • Missing ideas
  • Unanswered research questions

Evidence-status system

These labels apply to individual findings across this archive and future CDMM research pages. A verified precedent does not verify the complete model or guarantee local results.

Verified

Supported by suitable primary, government, peer-reviewed, academic, or similarly authoritative evidence.

Partially Verified

Evidence supports part of the finding but not necessarily the complete claim.

Research Required

Interesting finding requiring stronger evidence.

Contradictory Evidence

Credible evidence produces materially different conclusions.

Scenario / Hypothesis

Analytical proposition rather than established empirical evidence.

Cross-Audit Findings

CDMM Research × Gemini × Perplexity

Comparisons will use traceable finding records. Agreement between AI outputs alone is not independent evidentiary corroboration.

Missing-Ideas Register

Research Required

Research and architecture concepts under investigation. These are not new CDMM Autonomies and are not established omissions or adopted changes. Each will be checked against the approved model before any originality claim.

R01

Community Wealth Balance Sheet

Investigate a consistent inventory and valuation approach without double-counting assets or treating community capacity as municipal property.

Investigate asset-level reporting on cost, condition, productive capacity, public benefit and renewal exposure.

Research Required
R03

Intergenerational Asset Protection

Examine options for stewardship, disposal safeguards and long-term asset protection within applicable law.

Research Required
R04

Professional / arm’s-length municipal enterprise governance

Examine board expertise, operating independence, democratic accountability, conflicts and transparent reporting.

Cross-Municipal Cooperation Architecture

Examine shared scale, governance, cost allocation, liability and service access across municipalities.

Research Required
R08

Circular / lifecycle procurement

Investigate repair, reuse, whole-life cost, maintenance and end-of-life responsibilities in procurement.

Research Required

CDMM Enterprise Gate

Scenario / Hypothesis

Preliminary analyst framework. CDMM Autonomy does not mean every municipality must operate every possible enterprise. Local authority, need, alternatives and evidence determine an appropriate structure.

Sequential appraisal · record the evidence and rationale at every step

Establish need

  1. 01Community Need
  2. 02Legal Authority
  3. 03Market Need / Opportunity
  4. 04Demand

Assess delivery

  1. 05Appropriate Scale
  2. 06Capital Requirement
  3. 07Operating Expertise
  4. 08Private / Cooperative Alternatives
  5. 09Competitive Effects

Test viability

  1. 10Financial Stress Test
  2. 11Community Benefit
  3. 12Risk
  4. 13Exit / Recovery Plan

Possible structures

  • Municipal operation
  • Municipal-private partnership
  • Intermunicipal operation
  • Cooperative/community structure
  • Contracted delivery
  • Existing private-market delivery
  • Do not proceed

Each stage informs the next. An unmet condition may require revision, additional evidence or a decision not to proceed. Passing a checklist alone is not authorization or proof of viability.

Enterprise Performance Framework

Scenario / Hypothesis

Preliminary framework for a combined assessment. Municipal enterprises should not be evaluated solely on accounting profit.

Three dimensions of enterprise performance
01

Financial Performance

Revenue, costs, debt, operating margin and capital requirements.

02

Community Performance

Affordability, accessibility, employment and defined community outcomes.

03

Asset Performance

Asset condition, maintenance liabilities, productive capacity and long-term value.

Assess the dimensions together: define targets, disclose subsidies and obligations, and make trade-offs visible. Community benefit does not remove the need for financial sustainability.

Failure & Recovery Architecture

Scenario / Hypothesis

Preliminary escalation pathway with predefined performance thresholds, transparent reporting and protection of public/community assets.

Escalation as conditions deteriorate · recovery can return an enterprise to an earlier stage
  1. 01

    Healthy

    Performance within defined thresholds.

  2. 02

    Watch

    Early warnings trigger closer monitoring.

  3. 03

    Corrective Plan

    Time-bound actions, responsibilities and reporting.

  4. 04

    Structural Review

    Reassess delivery, financing and governance.

  5. 05

    Conversion / Partnership / Merger / Exit

Where appropriate, protect assets and plan continuity of essential services.

Quantitative triggers, review periods, decision authority and recovery funding remain to be researched. No universal threshold or automatic asset disposal is prescribed.

Community Wealth Balance Sheet

Scenario / Hypothesis

Research placeholder for a future measurement framework. This is not an existing Canadian municipal accounting standard, a statutory financial statement or a calculated estimate of CDMM wealth.

Conceptual inventory · valuation and consolidation methods remain under investigation
  • Municipal land
  • + housing
  • + utilities
  • + productive enterprises
  • + infrastructure
  • + financial assets
  • − liabilities

= measurable public/community wealth

Research transparency

Original independent AI audits remain separate from CDMM’s verified analysis. Neither receipt nor publication confirms the accuracy of every citation.

  1. 1Original finding
  2. 2Evidence checked
  3. 3Verification result
  4. 4CDMM implication
  5. 5Further research required

Each published verification record will identify the original finding, checked sources and their scope, status, review date, limits and remaining research. Unchecked claims retain an appropriate evidence label. Corrections will preserve a traceable record of the original material.
