- One model does not mean one outcome
Communities differ in people, geography, resources, industries, infrastructure, history, challenges and opportunity. CDMM preserves one Nine-Autonomy architecture without demanding one identical result.
- Local development within one architecture
A rural community, small town, regional municipality and large city can choose different scales, sequences, enterprises and partnerships while examining the same connected fields.
- Municipal responsibility remains intact
CDMM provides tools, evidence and scenarios. Each municipality retains responsibility for its own lawful process, priorities, risk management and decisions.
