PRECEDENT — real-world example; does not imply CDMM adoption.
PROPOSAL — CDMM design concept.
SCENARIO — modelled outcome that has not been demonstrated.
LEGAL QUESTION — authority or regulatory treatment requires confirmation.

## Required financial treatment
Gross revenue is never treated as profit.
Operating costs, wages, utilities, insurance, maintenance, spoilage/losses, debt service, lifecycle replacement, reserves and regulatory costs must be recognized before reinvestable value is claimed.

## Required rights and market treatment
Private-sector participation remains available.
Indigenous and treaty rights remain applicable.
Private property is affected only through lawful process.
Municipal regulatory and ownership roles should be separated where possible.
